He expressed that we should improve the environmental friendly development, circulating development, low-carbon development of ecological civilization legal system, strengthen the producers’ law responsibilities of environmental protection. When the global warming, smog and other environmental issues are rapidly destroying the natural ecology on which we are depending. Whether we focus on the world or China, protecting environment is the issue that everyone should care about. Arousing the awareness of the people and building the environmental-friendly home is are urgent. Colleges and universities’ students are the hopes of society and future. Their concepts and qualities of environmental protection are directly connected to one society’s future. Facing the deteriorating ecology and environment, colleges and universities’ students should take the social responsibilities initiatively, play their own capabilities and contribute to the environmental protection. Topics:

The theme of the contest is that “Build ecological civilization, and share the green future”. The contest in 2015 mainly about five water governance, smog governance, classification of household waste, the new environmental law and other environmental protection topics.

Scope of the contest

The contest collects works from nationwide colleges and universities. We hope that colleges and universities from different areas can organize, start, encourage and guide the students and communities which are related to the creation of animation.

Creation stage: 1/1/2015—5/31/2015

Works selection stage: 6/1/2015—6/20/2015

Awards ceremony: (Zhejiang Ecological day—cartoon and manga contest awards ceremony)

Exhibition and award stage (Zhejiang Ecological day-- Competition Award Ceremony and Animation Show):6/29/2015—7/1/2015

Categories and the requirements of the works

To ensure the standardization, institutionalization of the contest and improve the level of the contest works, contest organizing committee specifies Cogito Toon Boom Harmony as the only software to make the animation.

• Manga: single manga, four-frame mange, several-frame manga, illustration; Other graphic, advertising design works. Please Company the works with 500 words or so text description. JPG, TIFF, GMYK format, resolution not less than 300 dpi; If hand-painted drafts wants to attend the contest, please save the original draft and scan it.
• Animation: This includes the 2D animations which are made by Toon Boom Harmony, flash and so on and 3D animations made by maya or 3D MAX. The format can be Harmony and the Corresponding source file format. MP4 format is also fine. The total length of a single work shall not exceed 30 minutes. The cumulative duration of a series of works shall not exceed 100 minutes.

Other requirements:

• All the works can be personal works or the school, multiple people works. Before attending the contest, the applicant needs to make sure the position in its group. Applicant needs to be responsible for the works. All prices will be awarded to the applicants or schools.
• Applicants need to fill out application forms for every single work and write the short descriptions for the works. Series of works can be written in one application form.
• All animation works are needed to state at the start of the work like this: The 5th National college original animation environmental creative contest. Apart from the start and the end of the works, creators or manufacturers’ name, contact information and other related information cannot be in the works.
• All applicants need to send the digital version of the application form and works to the contest designated posting mailbox. The name of the mail shall be “Unit of the work—name of the work—applicant’s name”
• The works that cannot be accepted:

• The copyright is unclear or plagiarism suspected works.
• Works which are not original and have attended other contest or competition.
• Works whose topics are apparently diverged.
• Contents are empty; propagandas which don not contain the technology knowledge; warning works or works which only contain natural scenery.
• Contents which are violating the law or passive.

The setting of awards

Animation: one first prize, 3 second prizes, 5 third prizes;

Manga: one first prize, 3 second prizes, 5 third prizes;

10 outstanding organizational companies or schools with the certifications;

20 outstanding guiding teachers with certifications;

Every unit has numerous Excellence Awards;

All prizes will be given certifications, bonus and awards.

• This time the contest commission will not accept hardcopy or disc, etc.

Other notice

• Applicants need to obey the related laws and shall be responsible for the intellectual property of the works. If there was infringement, the hosts would have the right to revoke the awards, prizes and certifications;
• Entries cannot contain advertisements and external illegal link;
• For the sake of the public welfare, all entries will be saved into Zhengjiang protection environment science database and will be referred and discussed;
• For the sake of the public welfare, the hosts have the right to use the winning works free of charge, including public welfare science propaganda on the public media platform and to modify and interpret with no correction of the core contents of the works;
• The applicants nee to reserve the origin works, for the sake of the check.

Propaganda and Promotion

• The awarded works will attend the animation exhibition of series of activities of Zhejiang ecology day;
• The winners can be partners of Zhejiang environmental protection science project production;
• Some outstanding woks can be recommended to attend the national outstanding science works’ award selection activities;
• The awarded works may be used in the Zhejiang ecology day and the related environment protection public welfare activities depending on the circumstances.
